Tom
Halpin was appointed Assistant Chief Constable of Lothian and
Borders Police in March 2005. His portfolio covers Territorial
Policing with responsibility for the Force’s four Divisions
and Headquarter’s Safer Communities Department.
He
joined Strathclyde Police in 1979 where he carried out a number
of roles in both Uniform and CID including the Lockerbie disaster
investigation team. A graduate of the FBI National Academy at
Quantico, Virginia, his involvement with CID, includes leading
a number of high profile investigations before being appointed
Head of CID Operations.
During
2004, he attended the UK Strategic Command Course for police
leaders at the Police Staff College Bramshill, returning to
take command of North Glasgow and East Dunbartonshire Police
Division.
Mr
Halpin has a Bachelor of Arts Degree and Post Graduate Diploma
in Applied Criminology. He is married with two children and
lists his interests as golf and sailing.
